This work displays ten pages from a hypothetical tax return programme, whereby each citizen is free to choose the detailed use of their taxes. In seeing their democratic rights through to the end, each citizen will contribute to fully defining the form of State and Administration; thus the viewer faces a paradoxical situation when, as a citizen, the limited knowledge they have of the structure of the State and public spending becomes clear.
